Powers/Abilities/Skills:
Loki has all the usual run of general Asgardian powers; super-strength, stamina, healing, longevity. His body is three times the density of a human of the same size, making her... very heavy, and much tougher than the average bear.
Exceedingly difficult to injure in the first place, Loki's healing is enhanced by his magic; the sheer quantity of it in her on a normal, day-to-day basis that healing can range from lickety-split to nigh-instantaneous. Of course, when the magic runs out, things might not be so easy... (They're not. They're really not. )
Loki is a creature of magic, and stories, and the spaces in between shadows, the liminal spaces that define what is and what-might-be, and the primal chaos that comes before and after.
Loki does what Loki wants, though luckily for the multiverse, what Loki wants is mostly to be left alone. (Except when she doesn't. You know.)
Heroic/Villainous/Neutral:
This is the most difficult and confusing part of the whole business for Loki. At this point in his life, Loki is acting as a villain. Chaos? Destruction? Traitorous backstabbing murder?
Of course.
Does he have a mysterious and convoluted Loki-reason for doing all of this?
Of course she does. Not that anybody else can discern them.
But that, and his current activity as part of a Dark Council of generally inter-realm villainous types, is why Loki will, for the time being, be on the CAD.
Mentor/Journeyman/Rookie: Mentor. While this iteration of Loki may be at the beginning of his own journey, as a whole, she needs no mentoring or guidance. Loki knows who and what Loki is, and is comfortable as he is.
That said, Loki is Loki; the Trickster and the Teacher and the creative drive. He's a mentor whether she wants to be or not; he can't help it. Someone always needs to learn something, and she just can't leave those lessons untaught, no matter who it ends up hurting. Even (especially) himself.
Which Area(s) Of The City Interest You For Your Character? All of them. Loki is the God(dess) of Stories, and as such, all stories are her interest, and his domain. There's every reason for her to explore every single one, and stick his nose in all kinds of places it surely doesn't belong in. (Except it does.)

Anything Else?: At this point in the game, this incarnation of Loki is... kind of ridiculously OP in a lot of ways. Sorry. Fortunately, Loki isn't the sort to abuse that power... unless it makes for a better story.
